August 24, 2007 Application for affiliation of B. Ed. course with the University of Rajasthan filed with six times the normal affiliation fee due to late filing necessitated by late approval of the course by NCTE. The university, the education department and the NCTE have less than perfect coordination of timings, fees, etc. There is also no distinction of private non-profit and non-aided, private non-profit aided, private for profit and government colleges when it comes to higher education policy. It makes private-public partnership for public investment a nonstarter. Policy has a strong bias against private institutions and therefore discourages them with high fees and other hurdles while at the same time preferring government institutions for which there is not enough money. The result unfortunately is continuing scarcity of educational opportunities.
